Proinversión will open a period of 90 days so that third parties can bid for the project in competition with the Spanish consortium.
The Spanish companies Ferrovial, Acciona and Sacyr have formed a consortium in Peru to propose to the authorities of that country the construction of a highway in the metropolitan area of Lima, 35 kilometers long and with an estimated investment of US$ 2,380 million.
This is the Peripheral Road Ring, which will link the capital with the city of Callao, an initiative presented by Cintra, a subsidiary of Ferrovial, and later joined by Acciona and Sacyr, incorporating modifications to the project.
As reported by the Peruvian Private Investment Promotion Agency (Proinversión), a 90-day period will now be opened so that third-party companies can bid for the project in competition with the Spanish consortium.
If no more offers are submitted, the contract will be awarded directly to that alliance, expected in the first quarter of the year. In the event of more bids, a public tender will be called and the contract will be delivered in the second half of 2024.
The concession group will be in charge of the design, financing, construction, operation and maintenance of this highway, which will run through 11 districts in Metropolitan Lima and a district in Callao, benefiting 4.5 million people.
The road, classified as a "smart highway", will be concessioned through the co-financed Public-Private Partnership (PPP) modality, so that the income from toll collection will cover 100% of the operation and maintenance costs, and a portion of the investment costs of the project.
The concession term will be 30 years from the date of signing the concession contract or until the present value of toll revenues (VPIP) established in the concession contract is reached, whichever occurs last. If the VPIP has not been reached by year 30, the period may be extended.
