Brazil executes program that will grant credits for the decarbonization of the automotive sector

The program provides, among other measures, financial credits for those who invest in technological research, development and production that contribute to the decarbonization of the car, bus and truck fleet.

The president of Brazil, Luiz Inácio "Lula" da Silva, signed this Tuesday the ordinance with the mandatory requirements for the granting of licenses to companies in the automotive sector and financial credits to support the decarbonization of this activity in the South American country.

The program provides, among other measures, financial credits for those who invest in technological research, development and production that contribute to the decarbonization of the car, bus and truck fleet.

This first ordinance that regulates the program provides for minimum expenses in Research and Development (R&D), an investment monitoring system and sanctions in case of non-compliance with obligations.

"This is the first of a series of regulatory acts to regulate the largest mobility program ever carried out in Brazil, which will contribute not only to decarbonization, but also to increasing competitiveness and economic activity, generating employment and income," he stated. the vice president and Minister of Industry, Geraldo Alckmin.

Among the decrees and ordinances that will be published in the coming weeks is the one that defines the IPI Verde rates (taxation according to the sustainability levels of vehicles) and the one that establishes mandatory parameters for the sale of new cars produced in the country or imported .

It is estimated that the program will mobilize credits between 2024 and 2028 for a total amount of 19,300 million Brazilian reals (US$ 3,865 million). These loans may be used by companies to reduce federal taxes in exchange for investments made in R&D and new productive projects.

The program also provides for the creation of the National Fund for Industrial and Technological Development (Fndit), whose resources must be invested in priority programs for the auto parts sector and other links in the automotive chain.

After the launch of Mover, several automotive companies have been announcing new projects in the country, with the expansion and modernization of their respective industrial plants. The National Association of Motor Vehicle Manufacturers (Anfavea) projects investments of around 100,000 million reais (US$ 20,030 million) in the coming years.

The program is aligned with the Ecological Transformation Plan, an initiative of the Lula Government through which projects that generate relevant environmental or social benefits will be prioritized. In turn, it will mean the exclusion of initiatives that damage the environment.
