Peru seeks to close infrastructure gaps with reform of Public-Private Partnerships

The Minister of Economy and Finance, José Salardi, noted that ProInversión will have a new, more active role.

Peru's Minister of Economy and Finance, José Salardi, announced today that his ministry is working on reforming the Public-Private Partnership (PPP) mechanism with the goal of helping to close infrastructure gaps in the Andean country.

"We are working on the reform, which will also be a disruptive and fundamental issue for all of us who believe that PPPs need to move toward a different dynamic and truly fulfill the goal of closing the gaps and ensuring the population receives the service they deserve," he said.

"It will be important for this reform to succeed. We will work together, and we have the full support of the Ministry of Economy and Finance (MEF) to pursue this course of action," he added.

José Salardi indicated that the Private Investment Promotion Agency (ProInversión) will have a new, more active role to support the awarding of PPP projects from the beginning to the end of the concession.

"The idea is to have ProInversión take on a new role so that it will practically be the grantor and will be there from day one to the end of the project. I believe that, with this, the deadlines will be substantially shortened and, in addition, we will meet our national goals of closing the gaps at a different pace," he said.

"There is great expectation from the private sector in general regarding the projects underway in Peru, and this intensive promotion will continue. ProInversión will continue to advance with an increasingly robust portfolio that will allow us to tackle the gap problem head-on and lay the foundation for sustained economic growth in the medium and long term," he added.

The minister emphasized that ProInversión has done excellent work in recent years, but that it has only recently begun to be showcased, considering that for 2025 and 2026, there is a multi-sector project portfolio worth $16 billion, which is well on track.

"Starting in the coming months, a pace of accelerated awards will begin again, but the important thing is that this portfolio will continue to grow," he said.
