Chilean government launches regulatory plan to regulate the use of hydrogen

The inter-ministerial initiative, supported by the Sustainable Productive Development Program, aims to establish a clear and robust regulatory framework to promote the use and development of hydrogen as a clean and sustainable energy source.

This Thursday, the Chilean government launched the so-called "Hydrogen Regulations Work Plan" abbreviated as PDT, which has as its main orientation to guarantee the safety of people and provide clarity on the requirements that projects related to green hydrogen must meet in order to be developed in Chile.

In this context, the Secretary of Energy, Diego Pardow , highlighted the process with which this document was created, which was submitted to public consultation and is framed in the h2v Action Plan (acronym used in Chile to denote green hydrogen) led by his portfolio.

“Our government in general has the particularity of meeting that challenge of achieving participation. We live in a society where the standards of democracy increasingly demand greater participation and at the same time it needs to be carried out with speed, with a sense of mission, with the ability to respond to windows of opportunity that are there that we need to take advantage of as soon as possible. That balance between participation and speed is precisely what a calendar like this is about,” Pardow said.

The Regulation Plan for the development of the Hydrogen industry is explained in the transfer of hydrogen to the Ministry of Energy, based on Law 21,305, thus creating the need to regulate the activities in which it is used as an energy source and enable new uses of hydrogen in the production chain.

Thus, the Minister of Economy, Nicolás Grau , highlighted the Government's work to advance the green hydrogen industry, arguing that "what we are seeing today is the result of an action plan by the Government, by the entire State, from its different ministries, which is making a very systematic effort so that Chile can effectively have a leadership role in green hydrogen. It is also another example of the importance of public-private articulation, which is essential for an industry on the scale of green hydrogen to develop to its full potential, contributing to our economy and benefiting each of the country's regions."

Meanwhile, the head of the Ministry of Transport and Telecommunications, Juan Carlos Muñoz, highlighted the commitment to reduce the use of fossil fuels and reduce emissions.

“If we want to meet our commitment to achieve carbon neutrality by 2050, it is imperative that we work together to decarbonize this sector. In this challenge, electrification and green hydrogen
“They are presented as fundamental solutions. While electrification will be key in certain transport segments, green hydrogen will play a central role in others, especially in high energy demand applications such as heavy transport,” said Muñoz.

Furthermore, the importance of having regulations in this area will reduce the burden of processing special permits for the development of H2V-related projects.

It is worth noting that the ministries involved have committed to ensuring that each process of drafting or modifying a regulation includes individual public consultation stages and a regulatory impact report on future projects involving green hydrogen.

Likewise, the PDT has 16 regulations to be developed or modified, where each ministry has developed a schedule for the start of work in the areas of its competence and the work to be carried out around the comprehensive development of the H2V industry.
