Argentina acknowledges US$16 million debt with Paraguay for transfer of energy at Yacyretá power plant

The figure comes from a report by Argentina's upper house, based on more than 1,000 questions that senators sent to Guillermo Francos, President Javier Milei's chief of staff.

In its response to the Argentine Senate, the National Energy Secretariat acknowledges the debt with Paraguay for the transfer of energy from the Yacyretá Hydroelectric Plant (CHY) for US$ 16.9 million, according to a report published today by the digital news portal El Prisma .

The publication points out that this figure of US$ 16.9 million is derived from a report by the Argentine upper house, prepared on the basis of more than 1,000 questions that senators sent to Guillermo Francos, the chief of staff of President Javier Milei.

The senior official was still giving his management report to the Senate of his country. The publication details that it is Report 141, which is prepared by the Senate of the Nation with the responses that the different areas of Milei's government gave to the senators through the Chief of Staff, Guillermo Francos. The document has 1,049 pages and only two are dedicated to the Yacyreta Binational Entity (EBY): 521 and 522.

“With regard to credits with Paraguay for energy transfer, there is a debt for energy purchase for USD 16,969,689,” the document states (let us note that it is only a transfer, according to the terms of the still-in-force binational Treaty).

YACYRETÁ: ARGENTINA PAID ABOUT US$ 4.7 MILLION IN OCTOBER

The latest news locally is that the Argentine government paid the Paraguayan National Treasury in October of this year, for the transfer of energy in Yacyretá, some US$ 4.7 million.

This is following the pressure exerted by the government of Santiago Peña with the increased consumption of energy that corresponds to it in the binational company, even reaching the point of using 50%.

According to the latest reports from Yacyretá and the Ministry of Economy and Finance (MEF), the total amount paid this year by Javier Milei's government was US$ 116.8 million.

Last June, the Paraguayan EBY highlighted that “the Argentine Government transferred USD 100 million to our country as payment for the transfer of energy produced by the Yacyretá Hydroelectric Plant.”

The bank also acknowledged that “the total debt in this regard amounted to US$132 million.” In addition, it was reported that a transfer of US$12 million was received in May and US$100 million in June, leaving a balance of US$20 million.

This balance is believed to have dropped to just over US$15 million after the payment of US$4.7 million in October, which suggests that after the energy transfers made since then, the debt has accumulated again to reach US$16.9 million.

The aforementioned publication also indicates that "the Energy Secretariat reports that, currently, the entity has the executive director of Argentina, and a member of the Argentine board of directors" (strictly speaking, the Board of Directors), referring to director Alfonso Peña and José Antonio López, the only one of the four directors that the Argentine government must appoint.

Francos also said in this report that "at least one more member of the council will be appointed shortly in order to achieve a quorum" and reports that "in the meantime" decisions, especially those related to security, are taken "ad referendum of the Council", which once formed with all its members will have no alternative but to approve them.
