Peru: Indecopi investigates possible dumping in Chinese steel wire rod imports

The measure was made official through a Resolution, published this Thursday in the Legal Norms bulletin of the Official Gazette El Peruano .

The National Institute for the Defense of Competition and the Protection of Intellectual Property (Indecopi) has ordered the initiation of an investigation into alleged dumping practices in imports of non-alloy, low and high carbon steel wire rods, with a smooth section and surface, and with a diameter ranging from 5.5 mm to 16 mm, originating in China.

The measure was made official through Resolution 003-2025/CDB-Indecopi, published this Thursday in the Legal Standards Bulletin of the Official Gazette El Peruano .

The study reveals that the sales price of Chinese wire rod in the Peruvian market has been systematically lower than the production cost and the sales price of Aceros Arequipa.

This price difference, known as the dumping margin, has allowed Chinese producers to gain an unfair competitive advantage and erode the Peruvian company's market share.

As a result of dumping , Aceros Arequipa has experienced a reduction in its sales, a decrease in its profit margin and a drop in its installed capacity utilization rate. These negative economic indicators have had a direct impact on employment and the company's profitability.

Indecopi has concluded that there is a causal relationship between Chinese wire rod imports at dumping prices and the damage suffered by Aceros Arequipa.

The commission has ruled out other external factors that could explain the deterioration of the Peruvian company's financial situation.

If dumping is confirmed, Indecopi could impose anti-dumping measures, such as additional tariffs on imports of Chinese wire rod.

These measures would aim to level the playing field and protect the domestic steel industry from unfair competition.

Dumping is an unfair trade practice in which a company sells a product in another country at a price lower than that of its local market, in order to gain market share or eliminate competition.

If this practice harms the national industry, the World Trade Organization (WTO) allows corrective measures to be applied, such as the imposition of anti-dumping duties (surcharges) on these imports.
