The aim is for the legislation to come into force before 20 January 2025, when Joe Biden leaves the White House.

On Monday, the President of the United States, Joe Biden, proposed a new regulation to prohibit the circulation of cars manufactured with technology linked to China and Russia that respond to the typologies of connected vehicles, which communicate with the manufacturer's infrastructure or platforms, and autonomous vehicles, which circulate without a driver, something that in practice means closing the market to all new Chinese vehicles.

After the proposal is published, there will be a 30-day comment period for the public and interested parties, such as the auto industry. The goal is for the rules to go into effect before Jan. 20, 2025, when Biden leaves the White House, said a senior official who spoke on condition of anonymity.

The move is a response to national security concerns that Chinese and Russian companies could gain access to driver data and infrastructure in the United States and even remotely control vehicles to cause accidents or block roads, Commerce Secretary Gina Raimondo said in a telephone press conference.

"Cars are no longer just steel and metal on wheels," said Raimondo, who warned that Bluetooth, cellular, satellite and wireless modules built into modern vehicles can be vulnerable to cyberattacks or manipulation by third parties.

Today, nearly all new vehicles on U.S. roads, both gas-powered and electric, are considered “connected.” These vehicles feature hardware that allows them to connect to the internet or cloud services, sharing data with both in-vehicle and external devices.
