Chile's Anti-Distortion Commission ends investigation into Chinese steel dumping

The Chilean Senate Anti-Distortion Commission announced that it has unanimously decided to end early the anti-dumping investigation into imports of Chinese steel bars for grinding balls.

ANTI-DISTORTION COMMISSION ENDS INVESTIGATION INTO CHINESE STEEL DUMPING

The investigation began with its publication in the Official Gazette on December 9, 2023.

After it was concluded that there was “sufficient evidence to support the existence of dumping ,” provisional tariff surcharges were applied in March at an average of 15.3%.

These measures were increased in April to 24.9% for steel bars for the manufacture of balls and 33.5% for steel balls, respectively. These surcharges would remain in force until September, pending definitive measures.

However, taking into account the new notice of the indefinite suspension of the plant, the Commission unanimously agreed to "end early the investigation for possible dumping , in imports of steel bars for the manufacture of bags for conventional grinding, with a diameter less than 4 inches, originating in the People's Republic of China," the Official Gazette reported on Tuesday.

Furthermore, the decision does not consider the recommendation of new measures against this type of imports.

Following the decision to halt steel operations in Huachipato, the Chilean government has launched a plan to boost employment in the Bío Bío region and absorb the mass of workers who will be left without jobs.

THE INVESTIGATION REQUESTED BY MOLYCOP CONTINUES

Molycop said that the investigation requested by its company is still underway at the Anti-Distortion Commission, even after the request made by the Huachipato Steel Company was closed.

"The decision is a natural consequence after the Huachipato Steel Company definitively stopped its operations (…) In the market for balls, the reality is different. We hope that in the investigation of balls - which is separate and independent from that of bars - definitive measures will be applied that can stop Chinese dumping," they commented.
